人类造器公约
全球共立智能时代技术安全底线

2026年2月4日（立春日）中国哈尔滨，《人类造器公约》全球平民共识版1.0今日于中国脑科学网首发，以人类造器，器必为人为核心准则，凝聚全球平民共识，为智能时代划定技术伦理与安全底线，填补技术治理真空，确立平民作为技术发展的“第三极力量”。

硅基智能深度融入碳基文明的当下，技术治理面临精英知识鸿沟、国家主权壁垒的双重困境，作为技术最终使用者、直接体验者与核心风险承担者的全球平民，却长期被排除在规则制定之外。本公约源于全球普通人对技术发展的深层忧虑，主张技术发展的最终裁判权，归属于每一位受其影响的普通人。

为让公约落地为可践行、可监督的全球共识，特明确三大不可逾越的技术边界与普通人核心行动原则，邀全球平民携手坚守：

三大技术边界

物理边界：所有智能硬件必须内置无法绕过的安全机制，从源头杜绝伤害人类的可能。

算法边界：所有AI决策逻辑必须保留人类最终否决权，禁止赋予其自主伤害人类的权限。

发展边界：所有技术演进必须坚守人类基本权利底线，禁止以牺牲人类安全、自由为代价换取进步。

普通人“四不”行动原则

作为技术发展最直接的市场约束力量，倡议全球平民对违背“人类造器，器必为人”准则的技术产品，坚决践行：不购买、不使用、不传播、不默认，以日常选择推动技术向善，以个体行动凝聚全球共识。

公约规划三大全球平民共建方向：凝聚跨文化、跨地域的技术伦理共识，搭建去中心化的全民监督网络，集结全球公益技术力量研发智能造物“安全锁”等防御性技术工具，让技术便利与安全共生共荣。本公约无任何权力训令属性、非商业布局，后续全球签名征集、机制搭建、版本迭代等所有工作，均由志愿者团队推进，全程坚守平民性、公益性，无任何商业与功利导向。

技术的发展从无回头之路，我们无法拒绝进步，但可以共同引导方向。这份公约的力量，不在于文字的精致，而在于全球践行者的决心；这份公约的权威，不在于发起者的身份，而在于全球平民的共同认同。愿每一次技术突破，都成为人类福祉的加持，让所有人类造物皆为人类谋福，始终坚守技术服务于人，而非统治于人。

Jointly Establishing a Technological Security Bottom Line for the Intelligent Age Worldwide

Harbin, China, February 4, 2026 (Start of Spring) — The Global Civilian Consensus Version 1.0 of the Human Creation Convention is officially released today on China Brain Science Network. With the core principle of Humans create tools, and tools must serve humans, it unites the consensus of global civilians, sets ethical and security bottom lines for technology in the intelligent age, fills the vacuum in technological governance, and establishes civilians as the "third polar force" in technological development.

As silicon-based intelligence is deeply integrated into carbon-based civilization, technological governance faces dual predicaments: the knowledge gap among elites and the governance barriers of sovereign states. Global civilians, as the ultimate users, direct experiencers and core risk-bearers of technology, have long been excluded from rule-making. This convention stems from the deep concerns of ordinary people worldwide about technological development, advocating that the ultimate right to judge technological development belongs to every individual affected by it.

To make the convention a practicable and supervisable global consensus, three insurmountable technological bottom lines and core action principles for ordinary people are clearly defined, inviting global civilians to uphold them together:

Three Technological Bottom Lines

Physical Bottom Line: All intelligent hardware must be built-in with insurmountable safety mechanisms to eliminate the possibility of harming humans from the source.

Algorithm Bottom Line: All AI decision-making logic must reserve the ultimate veto power for humans, and be prohibited from being endowed with the authority to harm humans autonomously.

Development Bottom Line: All technological evolution must adhere to the bottom line of basic human rights, and be prohibited from exchanging human safety and freedom for progress.

The "Four No's" Action Principle for Ordinary People

As the most direct market restraining force for technological development, it is advocated that global civilians firmly practice: Do not buy, do not use, do not spread, do not acquiesce to any technological products that violate the principle of "Humans create tools, and tools must serve humans", promote the benevolence of technology through daily choices, and unite global consensus through individual actions.

The convention outlines three directions for global civilian co-construction: uniting cross-cultural and cross-regional consensus on technological ethics, building a decentralized global civilian supervision network, and gathering global public welfare technological forces to research and develop defensive technological tools such as "safety locks" for intelligent creations, so as to realize the coexistence and prosperity of technological convenience and safety. This convention has no attribute of power decree and is not a commercial layout. All subsequent work such as global signature collection, mechanism construction and version iteration will be promoted by volunteer teams, adhering to civilian nature and public welfare throughout, without any commercial and utilitarian orientation.

Technological development has no turning back. We cannot reject progress, but we can guide the direction together. The power of this convention lies not in the refinement of words, but in the determination of global practitioners; the authority of this convention lies not in the identity of the initiator, but in the common recognition of global civilians. May every technological breakthrough become a boon to human well-being, make all human creations benefit humans, and always adhere to the principle that technology serves humans, not rules humans.

We invite all global "villagers of the earth" who care about the future of humanity to read and discuss this convention, and sign and practice it through official channels in the follow-up. Starting from understanding the "Three Technological Bottom Lines" and practicing the "Four No's" Principle, we will shape the future of technology with civilian strength, and make "Humans create tools, and tools must serve humans" a common criterion for the intelligent age.
